City Administration

Overview

The City Administration Department represents the executive branch of the City of West Melbourne government. The City Manager is the Chief Executive of the city and is responsible to the legislative body, the City Council, for policy execution and the proper administration of all City business as prescribed by law. City Manager, Tim Rhode, was hired by the City Council in September 2022 through an employment agreement after serving as the Assistant City Manager for one year . The agreement binds Mr. Rhode to the code of ethics adopted by the International City/County Management Association. Mr. Rhode has been actively involved in all aspects of West Melbourne’s future including financial and economic development, growth management, and expanding utility projects.  He is keenly aware that all tasks are accomplished while we maintain one of the lowest ad valorem tax rates in Brevard County.

Mr. Rhode’s career in local government spans almost 20 years in Wisconsin.  He has served as Village Administrator for the Villages of Hartland and Cedarburg, as well as the City of St. Francis. Mr. Rhode holds a Bachelor’s degree in Public Policy and Administration/ Emphasis in Management from the University of Wisconsin-Whitewater and a Master’s degree in Public Administration from the University of Wisconsin-Milwaukee.  He and his wife Jana have a daughter who attends Florida International University and a son who attends the University of Indianapolis.

Enforcement Responsibilities

In addition to overall municipal management responsibilities, the City Manager is responsible for the enforcement of local laws and regulations, for overseeing the City’s financial administration, for community relations, and promoting development that ensures a strong business climate and high quality of life for the residents of the community.
