M-1 Canal Water Main Extension Project


The City of West Melbourne requests submittal of bid
proposals for the M1 Canal Water Main Extension. The project consists of the construction of a potable water transmission main along the M1 Canal connecting to the existing 16” water main near Conifer Street and extending to Mayowood Circle. This work predominantly is to be composed of 14 directional drills of approximately 11,372 linear feet of piping. Other items as discussed in the Cost Estimate and Measurement and Payment consist of open cut piping in the connection between each drill where typically an ARV and Gate Valve is to be installed. Additionally, there are portions of 6, 8, and 12-inch open cut piping related to the connection to the 16 inch main. 

All bids shall be based on the bid documents, specifications and project drawings included within the bid package. The duration of the contract shall be for 270 days from the issuance of the Notice to Proceed (NTP) to Final Completion, with Substantial Completion within 240 days from NTP. Meeting and submittal dates shall be specified in the delivery schedule.

A pre-bid meeting will be held on Friday, February 12, 2021 at 10:00 AM at the City Council Chambers, Veterans Memorial Complex, 2285 Minton Road, West Melbourne, Florida 32904. Bidders are STRONGLY encouraged to attend the pre-bid meeting. A bidder’s failure to attend will not disqualify the bidder. However, a bidder’s failure to attend may be considered during the overall evaluation of bids. Bidders may attend the pre-bid meeting in person or via teleconference. A Zoom meeting will be set up and any individual(s) wanting to be invited should contact City Clerk Cynthia Hanscom at 321-837-7774 or email chanscom@westmelbourne.org. by 9:00 a.m. on Friday, February 12, 2021. An email address will be required in order to receive an invitation to the meeting.

Sealed offers, in two (2) originals, for furnishing the services, supplies or equipment described herein will be accepted at the City of West Melbourne, c/o Cynthia Hanscom, City Clerk, 2240 Minton Road, West Melbourne, Florida 32904 until 2:00pm on March 8, 2021.  Under no circumstances shall any bid offer be accepted after the above-stipulated date and time. All bids will be stamped as to the date and time the bid was submitted. The date and time stamp shall be used to determine the timely basis of all bids.  This is an advertised solicitation and the offers will be publicly opened at the West Melbourne City Hall located at 2240 Minton Road, 2nd Floor, West Melbourne, Florida 32904 on March 8, 2021 at 2:10 PM.

The supply, delivery, construction, equipment quantity, unit price and total cost amount of the referenced project shall be based on the design drawings and bid documents.
