Sylvan Drive Septic to Sewer Project

The City of West Melbourne engaged the local civil engineering firm Infrastructure Solution Services (ISS) to prepare recommendations for converting the neighborhood from individual septic tanks to the City’s sewer system in the Sylvan Drive subdivision. A meeting was held with citizens from the neighborhood on July 31, 2018, to explain the process and gather information from residents. A form for homeowners’ consideration was handed out that gave the engineers an indication of the location of septic tanks and that documents homeowner support for a proposed grant application. View the Septic Tank Location and Project Support form (PDF).

The City was pleased to have received support letters from an impressive 80% of homeowners.  This level of neighborhood support maximized the points in our grant application to the St. Johns River Water Management District that will fund one-third of the construction cost of the project.

On April 9, the Board of Directors of the St. Johns River Water Management District approved the City’s construction grant application in the amount of $674,629.  This was the final piece of the project funding puzzle. The City sent the project out for competitive construction bids, with bid opening held on August 12, 2019.  The City Council awarded the $2,322,551 bid to construction contractor Atlantic Development of Cocoa, Inc. at the City Council meeting of August 20, 2019.  

The City has completed securing temporary construction easements from each of the 59 Sylvan Drive homeowners who will receive new sewer service, including the two properties that had been in probate awaiting title to transfer to the heirs.

The notice to proceed was issued to Atlantic Development on October 14, 2019, and construction work commenced on October 21, 2019. The project was substantially completed April 30.   Project close out is anticipated May 31, 2021.
